i cant complete "an old tale"

i have the refugees and all the items but my character keeps saying not yet anyone knows how to fix this?

Have you passed first all the items (3 Sumpter Horses, 5 Dried Meat, 3 Tools and 1 Ale) to Bernard?

i need all of them at once and the horses need to be normal? Because i bought different types of sumpter horses because im sure i had everything at my inventory (the dried meat was 50 50)

All 4 goods types must be in your inventory at once. Can be rotten, lame etc.
