Pardon me if I am dense or something, but is there a way to improve the quality of gear?

I'm used to VIking Conquest and AWOIAF, where you can talk to any weaponsmith or armoursmith to improve my gear from battered to normal, etc. but it seems that I cannot do that in PoP.

I went to Javiksholm and spoke to the various merchants there and got zero options to improve the quality of my weapons, armour, etc.

I'm not big on having to micromanage and be scrutinous to find the next best gear piece that doesnt give me an eyesore with mixmatched colour schemes, so if I can somehow improve my gear to avoid the headaches that'd be great.

Any help?
