All prisoners not showing up
When I see the prisoners that the opponents have, they don't show up as units that can be hired after the battle.

Is this intended? What is the reasoning behind it, if so?

Can I edit the files somewhere to make them all appear? How?

High Tier prisoners arent hireable if i remember correctly. And, nolder prisoners just leave after you win the battle.

yes, noticed that, how do I change it so that doesn't happen, also looking to change so can hire prisoners like Noldor, as that seems to be blocked too.

You can hire Noldor hunters from prisoner stacks and promote them up to rangers. Occasionally you'll find 3 in a stack, mostly from Jatu armies, but once in a great while from smaller bands.

yes got a couple that way, only one made it to noldor ranger and took a long time
