Talk to Quigfen in Laria. He will get you started on quest to find city.

Remember, you do not have to kill the invading Jatu army all in one battle.

If you talk to Quigfen in Laria after defeating the Jatu army, you can go to Elacrai. However, the city does not appear on the map and wil only become visible if you move close to it (look it up on youtube or google it if you don't know where to find it). Think of it as being shrouded in some "magical mist" which hides it from unwelcome visitors ...

You talk to Quigfen in the Laria tavern. He will give you the quest only if you have good relations (better than neutral, I think) with the Noldor. Releasing Noldor prisoners is the best way to get them up high, best if you own Laria or a castle near the woods of Laria, Noldor prisoners will be added to your dungeon from time to time, so there's no need to fight them. You can also help Noldor patrols/armies fighting Jatu or any enemy of yours to improve relations. Also there are some books that you can read to get some points in relations.
