once found, put the flag close to it and use it for a way point right the door.
that is the best you can do. so you have to go planet side to find the Draconis living there and a chance to find the door on the same planet. that is all you can do.

if you yet to name it, you have do it.
just putting a flag down will not work itself. once placed, use 'E' on it and name it. then the ships transpod will know it as a way point.
if the flag is picked up, the point stops working, so you'll have place a new flag and name it for a working way point.

if you are talking about the planet side shops, i don't know. if you are talking about the where the flux core is found, you can't spawn it yourself. it is in it's own file, so you'll have to find the door to get there. use the door, go to the only place you can and the game will build it's file. if you wish it, you can move a door from the planet to your ship.

yes, you can have a door to the rock shop on your ship, but DON'T DO THIS LIGHTLY! if you do, you risk having 1 of your stations get overtaken by the rock shop, and becoming a big loss of time and work.
move the doors at your own risk, but BACKUP ALL GAME SAVE FILES 1ST, so if a moved door takes home in your station file, you can undo the station file's damage.

your just unlucky on that planet. you'll have to move to another planet and try there.
best way to find it is just play the game and go to all planets (baron or dead planets are 100% useless) and do a run over the planets befour moving to a new star.
it all falls down to if a door spawns or not as the planet is building.
as for the 'is there a specific planet where they spawn more', yes. best see planets at T1 stars. if you see the mod's added race as NPCs, you are on the right kind of planet , but still, you have a CHANCE do find a door on that planet. all you can do is can looking over other planets, just keep playing, and you'll find one.
once you do find a door, you'll know. you have a 0.000001% chance of running past it with out knowing.
