I'm what country is gm_bigcity located?

Gm_bigcity is in United States obviously because Bigcity is based on New York City, there is World Trade Center, World Financial Center, etc. If something, gmod take place before 9/11, probably 1993 or 1995 because world trade center still standing, i don't know canals and warehouses are based on real place
