MOD suggestions & feedback
Great MOD, but there is a space for improvement!
First off, research and survey officers should not get traits from the same pool. It is illogical that office rat suddenly becomes good at anomaly research speed. Doesn't make practical use either - the scientist is either traveling on ship or leading the research. Having mixed traits wouldn't make use for the player, only a confusion.
What I suggest is to make traits gain selective, depending on traits the scientist already has (or the assignment it is working on - an exploration or research). So that the researcher gets research traits only, the explorer - exploration bonuses.

I would also suggest few rules for trait selection:
1) negative traits should only have chance to be gained at lvl 4; would also be nice if the chance those traits get picked are controlled by the leader's age - the older, the higher the chance;
2) the "Spark of genius" should be removed from starting traits and get granted on lvl 5 to any research scientist that has no "Arrested development", "Stubborn" or "Sentient AI assistant" traits.

And another suggestion - to make all scientists equally useful. To make it happen I suggest making them all start with "Maniacal" or "Custom AI assistant" traits (the later one - only when corresponding tech researched) removing the chance to get those traits later on. Exception - if the leader is synthetic (trait "Synthetic") or explorer (starts with traits "Archaeologist", "Carefree", "Careful", "Meticulous" or "Roamer").
The traits "Adaptable" and "Eager" should have a "bonus" role: the ruler can have them at start as a "free" addition to the "main" starting trait. The "Resilient" is a trait the leader can get at level 4 if it doesn't get the negative trait.
As the result all research leaders traits shall form a certain pattern:
1) general research bonus ("Maniacal" / "Custom AI assistant" / "Sentient AI Assistant" / "Synthetic") + optional bonus trait ("Adaptable" or "Eager");
2) specific field of expertise (the one giving +10% to research in a certain area);
3) specific field of expertise (the one giving +10% to research in a certain area);
4) buff ("Resilient") or debuff ("Arrested Development" / "Stubborn" / "Substance Abuser");
5) final research bonus ("Spark of genius").

Your ideas are interesting but I don't intend to change this mod any further, as it was just a requested silly version of the original mod I made. You are welcome to use this mod as a base to make your own changes and upload that if you wish however.
