None of the mods that XC_Encounters is based on changed since 2017, a long time before XC_Encounters original was taken down.
So the .pak file from the new download location should work as before - with all the bugs and shortcomings inherent to the game's engine.
I'm a lazy one, so I did not check if the new location includes the "Steam Supplement" which is necessary for the Epic Encounters part to work.
If it's not included in the new download, try Epic Encounters' version, it should also work.

(Neither Elric nor Ameranth - the Epic Encounters guys - nor myself ever had any control over XC_Encounters, and so it was as surprising as for anybody else when it was taken down. I did not even have the .pak file locally bcause I never needed it ;-)
The only difference is how a mod is installed, by subscribing to a Workshop mod (Steam) or manually (GOG).
In the case of XC_Encounters, it's a mixture even for Steam users because the supplement *must* be installed manually.
