open your spawnmenu, go to weapons, and under weapons there is a category labeled "pokemon".

if you mean you want to know how to catch stuff, you take the pokeball weapon you got with your spawnmenu, hit your reload key (R by default), and a menu will pop up. Click items, then click the pokeball, then click use, then just left click to throw the pokeball see if you catch an npc you spawn in with your spawnmenu.

You hold C, and then you see something that says, "Garrymon" in the corner. Click that to manage your Garrymon, items, and pokeballs.
