Explanation of why Tanoan civilians are a danger on the road.
This is what I tell new players on my server:

This is Tanoa. For the last 1000 years the only occupants of the islands were native islanders, apart from a short period in the 1940s when the Japanese took control. However, a few years ago, large mineral deposits were found on the main island and the world suddenly took notice.

2 years ago, in exchange for mining rights, the Chinese built the road network. Brand new, lovely smooth tarmac roads suddenly criss crossed the islands and lots of vehicles were supplied at a knock down rate.......however, currently, the Tanoan driving test consists of an examiner saying to an applicant:

"Can you start the car?"

If the answer is yes, a licence is issued.


Expect civilians to be driving on the wrong side of the road, to have no idea what a STOP sign means (possibly cos it's in the wrong language) and have trouble finding the brake pedal at the first attempt.
