Possible Bug: Classes not applying to character pool correctly.

I've been having issues with premade character pool characters that have been assigned a LW perk pack class, They do not promote correctly from rookie to their assigned class and I end up extremely over balanced with no techs but half of my character are snipers.

Is there anything I can do to solve this issue?
