10% Explosives Vuln and the inability to pick up your gun isn't a very big downside for something that lets you build your ♥♥♥♥ at an absurd rate, and lets you move anything that isn't your sentry.
The stats on their own aren't particularly bad, but when you stack them together you get problems. Engies already get crits out the ass because crit rate is buffed by using melee and dealing huge amounts of damage (Sentries), but now your crits will do more damage, you'll get them more often due to the higher fire rate, you can whack out a sentry in the middle of a battlefield without having to worry because you build at a stacked 40% faster rate, and with 300 metal, you can repair it to the point where you can easily set up a level 3 anywhere you ♥♥♥♥♥♥♥ please with minimal time. Remember, weapons are supposed to be sidegrades to stock, not flat upgrades (barring the Third Degree and the Solemn Vow)
hitting allies gives them a 25 damage resistance for a short period of time (since it replenished armor in tfc)

Well, That'd be kinda dumb in a way. I could say it could give a "Perma" overheal that wouldn't go down unless shot. that's about it.

no, this is a bad idea stop.
the only way it would work is if it raised max health by like ~20 for ~30 seconds, like the Dalokohs Bar.
however, it needs large downsides to offset this potentially overpowered mechanic; I think +10-15% damage vuln would work (as opposed to your +25% explosives vuln), so you can't just go hide behind a heavy and continually whack him without taking tons of damage yourself.
perhaps it could only do anything if you're already at full health.
I agree with this with the changes I proposed.
overall I think these stats would give the engie a new playstyle, where instead of being a flat-out battle engie like with the gunslinger, or doing nothing but defense with the occasional push with most of the other wrenches, he could be a more team-oriented offensive class, i.e. engie builds stuff behind some pushing teammates and is protected by them in exchange for the buffed max health. I guess.
I don't know about this. I think it could use another downside with the current model, but I don't know what would be good. perhaps marked for death on pickup, like with the rescue ranger.

Stats are odd, but You won't get the fact. We need the slower build speed, and the up in damage. The stats given are much more vanilla.

if you mean 20% build speed total, you're completely daft.
if you mean -20% build speed, it would be that and not +20%.
+20% build speed means you build at a 120% rate, which, if you haven't noticed, is more/faster than 100%.
