Its a clean install of the game. Still doesnt work. Vocalizer was the only mod I have.

I also forgot to mention that the vocalizer keybinds actually show up in the edit keys/buttons options.

OK, assuming you subscribed and that vocalizer is enabled (checked) in Add-ons menu... Have you setup the keys? You can also check if the bindings are correct in console. For example, if you bind "Enemies" menu to V button, type this in console to check:
If you get the following response, the menu is bound properly to V button:
If you for some reason get the response that it's not bound, then maybe your config.cfg is read-only or even the whole game's folder is read-only.

I got the response that you highlighted, but the game still doesn't recognize the mod in-game.

Are you playing Versus or Scavenge? :) All add-ons are disabled in competitive game modes.

I tested with a single player session.
Also I realized the entire game folder is read-only. (Will update)

Game folder and configuration file (config.cfg) which is located in \left4dead2\cfg have to be writable. Otherwise, game can't save your settings and keybindins, and you won't be able to use the vocalizer menus.

Everything has "read only" disabled yet the addon isnt working even in single player.

Speaking of, all model altering mods broke for me, and only the audio works.

Hm... Try typing "host_writeconfig" in console. You should get this response if config file is writable:

Also, it would be advisable to verify the game's files, maybe something got screwed up.

Config is writable. This made me even more curious as what broke the entire thing.

Do "Verify integrity of game files" from Steam.

Verified the game and it was missing a file thats 11.2 KB large.
And it still doesnt fix the issue.
