Why can't I grant citizen rights to artificial intellgences?
Its just not an option. I have servitude and outlawed, but no rights option. Is this a bug or a "feature"? If the latter, is there some way to gain access to the AI rights policy, or was it locked off perminantly? If the later again, why?

I haven't modified this part of the game. It is completely untouched.

The only two ways to unlock the policy is from the tech 'Synthetics' from Engineering, which is both rare and dangerous tech, or trigger the AI rebellion crisis and get lucky enough to get the rebellion subverted which forces it into equal rights. It is not a default policy and still works with the mod.

Also if you have either Spiritualist ethos, your chances to get the tech to appear is lower [0.2x and 0.1x] (normal / fanatic) than the normal chance.

Yeah, once the mod author said it had nothing to do with is mod I asked in general, and they said as much there. The things is, though, I've got sentient AI. Why can't I give the sentient AI software equal rights? Why can't that greatly increase the odds of getting synthetics?

That's just the way Paradox made it, some of the techs won't even unlock during a play through.
Only thing I can do is direct you to their wiki, it has modifiers and shows way of improving the chances of getting the techs to appear. (Just search for the tech you're looking for, and hit the expand button on the right to show what modifies that tech.)

Some of the techs are nearly impossible to acquire without the right Ethos or the appropriate scientist who specializes in the field of the tech you're looking for.

Might be a part of Clarke, I got the event which allowed me to give them permanent citizen rights while disabling my ability to dissassemble or subjugate them, somewhere around the year 2500.

Do you just have the sentient AI tech? Or the actual synthetics tech? Because even in the base game the sentient AI tech doesn't do anything besides increase research speed and give access to some other techs.

As I already said, I know that is the problem and it has nothing to do with this mod. I just think its stupid that you can't give rights to sentient AI if they aren't in a bipedal body.
