In single player for testing, I built a cabin on The Center and placed a wall torch and a standing torch out.

With Primitive Plus Unrestricted active, I am unable to place anything at all into either torch. None of the accepted fuels work making both items completely useless and pointless.

Without Primitive Plus Unrestricted active, I am able to place accepted fuels into both items.
