Can I edit the flags by myself?

I used XCOM UPK Modding Tools v1.24 and extracted Texture2D files from UILibrary_MNM.upk. Which tool can edit the texture 2d file?

Hi. Sorry for taking so long to reply, I hadn't seen this. You can extract the files like you did using the UPK Modding Tools, and replace them with .png or .jpg files in the same sizes. Changing their names or adding more nations would require a more extensive modding of the script files.

Yes, but I don't know how to replace. I assume I need certain tools, like editing bmp file requires paint program. Which tool can edit the texture 2d file?

You can edit the image files with any image editor (Paint, Paint.NET, Gimp, Photoshop, etc).
