Also is this 32/64/compatibility mode?
Edit: I can try it with an IWBUMS build if you need me to. I don't have an actual game running right now, so I've just been running tests in a custom sandbox.
Can you try running it in 32bit for me and see if there is any change. I doubt there would be.
The closest thing I got to what you are experiencing was when I clicked to change direction by maybe 75degrees or more then sometimes they would step back on themselves as they re-navigated the games grid navigation. But not what you have.
Can you try replicating your actions with just the right click (vanilla) option? Does it continue to happen?
Also can I get your machine specs?
I get a sense that it's a performance issue.

Edit: Before I discovered the problem, I tested the right-click, and it was fine. I also deleted my keybindings in case something I changed was the issue. But in the end, it was the windowed mode.
