I'd gladly look into it, but unfortunately my usual way of isolating the conflict, starting a quick game on beginner, see if the problem arises, change the mod loadout and try again, is not viable when it can take several hours of gameplay before the RNG dumps one of those specific weapons into the nanofabricator, I happen to have the funds to afford it AND armored enemies are common.
I suppose there's no quick and easy way (i.e a cheat code) that either lets me summon such an item/let my agent start with it and gives guards armor from the get-go?
