I am unsure as what exactly the Dev Kit will allow you to do. So there is a couple different ways I've thought up to possibly build an oil rig.

First I am not sure if you can set up a function for a machine to mine materials from spawned objects like an oil rock. From what I can tell the rocks that contain oil are set spawn locations. If you can set up something that is powered by gasoline that will mine Crude Oil from the oil rock. Then a pipe of some type, like the water pipes, have to lead from the machine gathering the oil to another machine nearby that will refine the oil from Crude Oil to the actual Oil item needed to craft with. The machine gathering the Crude Oil could be a Drilling Rig and the other machine would be a Refining Rig. The only possible problem I forsee, if you can get past the automining of the oil from the rock, would be the distance it would take the run the pipe from one rig to another. I am thinking that the pipe shouldn't be effected with distance from structure like pillars and other things. On Valhalla the only oil I have found has been underwater so the Drilling Rig would have to be set to work underwater, which is why you would need gasoline to run it. The Refining Rig could be powered by elecricity. I suggest this in a two part process so it is not extremely easy to get oil. I think the whole process should take about the same amount of time it takes to get fertilizer from poop.
