yes they are.

an excerpt from the update:

Added the Creepy Crawly Case
Contains 21 new community-created items that make-up the Creepy Crawly Collection
Has a chance to give one of 3 community-created Halloween-restricted items as a bonus item


tf2 wiki states those three items are THESE cosmetics:

Aerobatics Demonstrator, Final Frontier Freighter, Hovering Hotshot


which are the names of these things.

Well at least they got accepted. Its better to be accepted then not to be in the game.

they are rare as unusuals to get. and they are restricted. this guy is getting basically no cash flow from these things.
