In my opinion, this is just what the Spy needs. Something that lets him get the hell in and back out, and requires him to do so without being touched.

This would allow Spies to distract and disorient enemies,allowing teamates to kill them easily. It would also help Spies confuse Snipers,causing them to waste ammo,and even get killed!

You can fire when this weapon is out, but not cloaked.
When you kill an enemy with any weapon while this weapon is out, you instantly cloak.
When you kill an enemy your melee weapon deals the amount of damage there melee weapon did.
Stats of other sorts do not count.
You can not normally cloak with this cloak.
Cloak lasts 2 secounds per use unless you press the Alt-fire key.
Ammunition does not add to charge time to cloak.
Cloak will re-charge after five kills without the weapons out.

you could just be like, BZZEEOW and randomly ambush the other team with your whole team cloaked.
+When under the effects of invis, your movement speed is increased by 30% and you take 20% less damage from all sources.
-Is unable to regenerate cloak.
-20% damage vulnerability when uncloaked.
This basicly encourages the player to constantly move around, picking up ammo crates, weapon drops, etc, in order to counter the damage vulnerability debuff, and forces them to almost always uncloak only when in prep for a backstab. Also useful for traversin the map, as well as escaping w+m1's.
