http://store.steampowered.com/itemstore/252490/detail/10086/ It is a skin, so you need to make the hoodie in game....once you buy the skin when you make a new hoodie it will give you the option to change skins.

Buy the skin and make a hoodie REMEMBER TO SELECT THE SKIN or if you find a hoodie just use a repair bench to reskin it
