Can't access console commands

I've gone and typed ~ while in game and boom, nothing , no typing prompt
I've added EnableCheats=1 and its still not working
Anyone have any insight?

There is no prompt for KOTOR II. Just type the command, make sure Caps Lock ain't on, and check if the datapad appears on the inventory.
