Stat thoughts...
For what I've heard, Valve makes the stats themselves but we can always pretend we could decide the stats.

I think it would be cool like this:
+ 20%< charged shots sets enemies aflame
+ Press Reload when scoping to receive an alert if there are enemies nearby (in the line of sight), has 10 seconds cooldown.
- Slow-traveling bullets (like a very fast rocket launcher shot instead of Sniper's instant shot)
- Does not operate underwater

Projectiles would look like comets, similiar to Pyro's Manmelter but with a longer tail and overall smaller shape. Headshot kill would make the target get vaporized, similiar to other electrical weapons.

or instead of the slower bullets, it shoots pomson projectiles

-Highlights enemies while scoped in, even through walls

-+50% Charge time
Fires Tracer rounds (laser beam)

+Lazers instead of Bullets
+Similar to the Machina, the lazers penetrate the opponents and some props
+20 Damage
-Instead of ammo, you have a cooldown system
-The weapon, when shot while not scoping, will require some time to charge before it fires

I think stats should be-
POSTIVE
+shoots a fast solar ray
+25% faster charging speed when standing still
+On full charge hit: sets target ablaze and applies marked for death, 3 second duration

NEGATIVE
+25% fire damage vulnerability
-5 primary ammo capacity

Anyway how about the stats are this...

+20 Charge time
Doesnt require ammo (cooldown)
Can hit 3 targets at same time (lock on feature)
50- Damage penelty (deals around 300 on head shots but 137 with full charged body shots
Sets foes on fire:

Ill admit not the best ever but jeese id love it

shoot projectile similiar to pomson, but faster
speed of fired projectile depend on charge. Higher charge = higher projectile speed.
+35% charge time
no ammo required
slower reload time
highlight enemies while scoped
vaporizing headshot or fully charged bodyshot

- 100000% damage
- 100000% charge time
- 124% health
on hit you die
no random crits

What about a continous Beam that does a base damage of the SMG then scales as the charge increases. Only works when scoped

On full charge: Stun for 6 seconds
On full chargue: disable buildings for 6 seconds
Shoots traced bullets
-40% damage against buildings
-15% damage to the body

A machina type, combined with the classic, this throws an laser shot that, with enough electromagnetic force this can parazile enemies and disable buildings, but, this deals less damage in general, so, less damage to the body, but, even, on full chargue you cannot kill with a body shot any class (exception spy with the conspirer kunai), so, you would help your teammates like the sydney sleeper,so, machina, and sydney these would be like this.

maybe stats like these:
killed players vaporize
does not require bullets (like cowmangler or pomson)
can store up to 3 bullets before reloading
pressing reload alerts you to any enemies within radius for 4 seconds with a 10 second cooldown
-30% bodyshot damage
cannot move while scoped
