i think this:
pros:

on hit all damage done to enemy will be retreved as health

+ 20% speed on wearer

hit on teamates will heal them

allows headshots witch knockout enemy for 5 secs

cons:

- 45 damage

missing will hit your self but no bleed

- 20 hp to begin with

i think this would be cool but fair 8D

prior to the animations included for the weapon, it would seem that it is intended to be a reskin of the Ubersaw, in my oppinion i would love to get my hands of this item, and treat ze patients with a needle rather than a saw :P

Yeah, but you can health them faster, like 75 points of health per hit

When you hit a player, you get 20 heatlh?

+For every kill 8 secs of crits
+For every assist 8 secs of minicrits
- 85% damage penalty

I dont like the minicrits assist, you should remove that, everything else is fine for me

I think it should be that when you kill someone THEN you can heal teammates THEN you have to go back and kill someone else. And on kill, you get 10% of your ubercharge meter filled, other than that, i like your stats

The Hypodermic Injector
Level 10 Syringe

Pros:
> On Kill: Refill your health.
> Deals Mini-crits on bleeding enemies.
> Hit the enemies' backs to make them bleed for 5 seconds.

Cons:
> Does not deal Mini-crits on bleeding enemies who were hit by the same weapon.

Extras:
> Upon hitting the enemies' backs, the CRIT! Sound will play but the normal damage will be dealt.

Notes:
> Make enemies bleed by hitting their backs. Hitting the same enemy again will not deal Mini-crits.

How about keep it as an ubersaw reskin? It looks like it does the same effects (as the ubersaw) in the video of it.
