Maybe it increases max metal or makes buildings require less metal

+ 15% damage bonus
- 25% building metal cost
+ 15% swing speed

+25% building repairing and reloading cost

I think:
Upsides
Max metal to 250
On hit: Earns 30 metal
Downsides
30% more slower speed
Dispenser costs 130
Cannot heald by Medics when active
20% less damage to enemies by using primary weapon

I think this still has too much abilities, but at least I like to play engineer, I think this is the best.

this has to be said:-

-15 max health
no random crits
-10 firing speed coz it's huge
replace dispenser with repair node (why not? we have gun slinger that replace sentry with a mini sentry)

One Hit on enemy spy giving +30% metal
-15% build cost
When you destroy spy's sapper you are got 20% metal
enemy giving you +24% damage from meele hit

maybe it will be like a little repair bot that automatically swings a wrench on your building to repair it? so you can use the wrangler and still have it being repaired?

gains minicrits for every teleport when your teleporter exit/entrance is destroyed
