I am having the exact same problem. I enable my mods (which all worked in sync on a previous game) and start game gets past Will you build civ stand time? etc. press enter freezes after that dialogue?! In my previous game it crash after 142 turns no particular reason, and it was a regualr crashes so i decided to start this new game yet it won't work. Re-downloaded mods and kept my mods at a minimum maybe 10. Will list them and a link to Windows Dump Files in a couple mins.
And it is not DX 11 or whatever or at least i don't think it it is. Plus non-modded new and old games load and work perfectly.

Did you try a reboot? At one time I did a reinstall...

yeah same exact problem. As soon as i get past the leader screen and click begin the game just freezes. Its really annoying. I suspect the problem is the newly updated Dll (v.69) opposed to the recommended (v.66) is causing it to freeze but for some reason he removed previous versions from his download website so i can't get the earlier version. Really fustrating,,,

I re-installed Civ 5 and redownloaded all the mods too, the game will now load after like 5 mins. You just have to wait looking at your settler and warrior for 5 mins :D. Maybe my PC is getting dusty, Since my PC isn't that bad, 16GB RAM, i7 4790k (or something like that), i think maybe my HDD is dusty but that can't be the cause of such a delay. But at least it works
