Simply get the model "posable black bars" from the workshop files via: Create new animation set for new model - Then filter the mods to workshop, type in "Posable" or "Posable black bars" etc. Then put them in front of your camera and lock it into your camera shot.

make sure to have a primary and secondary viewport on so you can use the work camera to move them
How to use it proper without ruining the screen and the bar itself.

is there a way to allow particles to render in the foreground of the black bar?

To answer your question: Seeing as they are an object (if I recall correctly) you should very much be able to do so. Alternatively I'd recommend learning Photoshop
