I don't know if it's a bug, I can't recruit navies as the Ostrogoths even though I have the imperium, the money and the candidates. The recruit button does anything and if I try reinstating a previous navy's legacy the recruit button is not available. Weird thing is I already have several navies and I had no trouble with them before. Every other campaign and faction seems to be working fine
