It accually looks like a revolver, so i was thinking about the stats.
(USE/COMPARE THE SHOTGUN FOR THIS STATS)
+70% Damage
-25% Fire Rate
+100% Accuracy
-15% Reload Speed
+10% Max Ammo
Makes an extremely loud noise when shot (Like how deadringer is loud)
1 Bullet each shot
6 Bullets in each clip

+25% damage (40 dmg per shot) this atribute changes from distance(+ 15 lagre(30 dmg) +25 melee(40 dmg)
- 40% fire rate
+ 100% accuracy
- 25 reload speed
- 15% ammo
1 bullet shot
6 bullets in each clip

Actually realistic stats:
+50% reload speed (seen how it loads all ammo at same time)
-15% damage (shoots single bullets instead of pellets)

I think that works without being so crazy in depth ^^
It could also be like this (In comparison to the shotgun, of course :3 )
+50% accuracy
-100% spread
+45% Damage (Because shotgun's basis damage is based on amount of bullets hit, and this is an revolver, so it's only one bullet per shot.)
+25 Reload speed (Using the flare gun reload animation, but like, it's 6 bullets, one at a time. e-e)
~And of course, shot noise should be like spy's revolver, but a little louder.

it should set enemies on fire if headshot but only 30 dmg

Jebus, the stats wont matter becasue as much as you might want it, Valve can obviously see this isnt a pyro weapon, try making it a spy or engineer weapon. Also look at "Angel of Justice" 's stats, those are EASILY the more justifiable for valve to create if it is even thought of.

No, sorry, look at the design, this gun uses the Flartegun's reload animation (Break breech, drop in six bullets, snap closed) as opposed to the engineer's Semi-auto reload (Flip, add magazine, flip) or spy's Shakeout (Pop cylinder to the left, add bullets, snap closed)

What we need for stats:
6 shots
hitscan
1 projectile / shot
(Medium damage, with dropoff, as hitscan does)
+(whatever) reload speed.

Also, instead of random crits, what about a feature that randomly gives a shot that for a short time disables an enemy's special abilites, for example a spy that's hit by such a shot will lose the ability to cloak or disguise for say 90 seconds, even if they have something like a Dead Ringer. Lets call such a feature the 'Injunction shot'. :>
