This is a mod for train tracks. There are no roads at all. Maybe you are looking at the wrong mod.

i think he updated the mod because the old maps i have that use this mod have no junctions/tracks so just to throw that out there

This is incorrect, TP2 includes basic interchangeable road pieces..
