Unable to recruit AI Controlled Squads

Does this scenario not have AI Controlled Squads? Some comments mention them as though they exist but I have no way of recruiting them. Not even at HQ can I recruit anything other than individual soldiers.

I know this post is a few weeks old but i believe right-ctrl+spacebar switches to the squads you recruit as a whole such as "Rifleman Squad". That or right ctrl tilda
