If you are running RHS mods, the ZU gun is quite effective if mounted by high level AI garrisoned at outpost/airports.
On vanilla, the static AA is pretty useless due to the limited fire arc and tendency to be picked off by attack chopper missile at distance.
You can try unlocking the HMG gun in arsenal and deploying them en mass into outpost manned by militia. 10-20 of them can dent airpower a bit. But reality is most of the time you will loose to NATO/CSAT attacks.
Holding territory is not a given, you just have to keep capturing and ceding territory repeatedly. Around Kavala, I have captured the outpost/resource/seaport 8+ time and drastically drained regional manpower. US attacks are spawning so infrequently that I can make territorial gains without even garrisoning these places. This is a solo campaign against US alone. So keep at it. Keep draining enemy manpower, holding territory is a secondary goal.
