Yeah the mortar squad seems to like to do that. As you said you just have to take control of the unit and place them in the mortar yourself. Also, I wouldn't put the mortar on a side of a hill, because it seems to have a chance of viggling weirdly and when you request a fire mission they won't actually fire.
Edit: Well they seemed to now actually mount the mortar and they completed the fire mission, when I placed them on flat ground.
That's good, but do keep in mind they still start screwing around even if they are on flat ground, at least for me they do.
