My guess would be that the economy system in 1.3+ causes NATO to run out of vehicles if you keep up the pressure. I could give you a tweak for that if you like, although you'd need to know how to modify a pbo file.
My personal irritation playing 1.3.5 with RHS is that the initial ground attacks consist almost entirely of armored vehicles, which happily wipe out your AIs and then sit around waiting for an RPG in the back of the turret. I think defending against attacks would be more fun if they had fewer armored vehicles, more infantry trucks, and the armored vehicles retreated once they ran out of support.
Sure late game 1.3+ when you take something a pretty massive qrf is coming your way, but once you defeat it, that's pretty much it from our experience and early game it's just too easy to take and hold. We didn't even have to garrison most of the locations we took whereas in 1.8 you need to constantly defend your areas as enemies are always trickling in to whittle down the garrisons. This makes it very hard to take and hold locations especially early game.
Maybe things have changed in the newer versions since we last played but otherwise that's been the main difference to us.
Wanna make it hard? Use the Game Mode option in the MP lobby and fight against both in a 1vs2.
