I would say more ammo, since there's a whole chest filled with it. And as a drawback less accurency.
So that would make something like:

+150% max primary ammo
-20% lower accurency

how about this
100% extra ammo (400 ammo)
does reduced damage
does extra damage to wet players
shoots coins?

i would say
+20% extra ammo 250 ammo
shoots coins
-10% ammo use per shoot
Speed + a little bit of a damage bouns depending on (by this i mean u get these bounses by lower ammo) amount of ammo/coin. like if u were low on ammo u could make a quick get away because of the bounses
but if u died u drop an ammo pack depanding on ammo so it can support people to attack u but still be weary of u and this could lure people into chansing u right into a trap.

the idea is an ammo base weapon which something we have yet to see in TF 2

+20% ammo = 240. Not 250.

Yes, it should shoot coins and maybe jewels and such, but I think it should do the oposite of damaging wet players more, I think it should damage wet players 50% or so LESS, and 20-30% MORE damage to DRY players (Get it? Because they're LANDLUBBERS) Also I think Heavy should move faster in water (because he's a pirate, and also to compensate for the fact that it does less damage to wet players)

the idea of this is to strenghen its dps whilst draining its smaller supply of ammo quickly

this ofc is where "enemys drop ammo pack on kill" comes in, allowing a good heavy to keep fireing infinantly whilst a bad heavy runs out and fammens much much quicker but still enjoys the dps increase

10% bullets in spread 25% less firing rate
i like the buffs he put out there but it should have something like minicrits airborn targets because the already low accuracy of the heavy and the awful damage ramp up would make it unplayable that or 20% more accurate 150% ammo - 25% damage

This isnt a bad idea, however enimies already drop ammo

Hmmm... a chest minigun eh?

+ 100% ammo
+ Has a small chance to drop a BLU/RED coin or something upon a kill, the coin gives whichever teammate comes in contact with gains either a health boost or crits.

- 20% fire vulnerability (it's wood)
- 10% fire rate
- Enemies can destroy dropped coins meant for your team.
