Stats
Here are my stat ideas, feel free to make your own

These stats reflect shotguns (in ammo and damage)

Pros:
+20% fire resistance
+15% damage to buildings
Clip reload style

(Got a bit too creative but why not mention:)
5% Uber gained on Headshot
Crits will deactivate buildings temporarily for 2s

Cons:
-50% clip size
-10% damage
Shoots Reflectable Projectiles
-2 HP on Regen

And no reflect projectiles.

Fire resistance gives him the advantage against the single Pyro class that would be a challenge to fight against as his projectiles are now reflectable
I never mentioned Random Crits
It doesn't Reflect Projectiles, his own are now reflectables, similar to the Crusader's Crossbow

Since it is a shotgun, i suggest:

-No projectile
-No random crits
-less fire resitance, maybe 10%
- -33% clip instead

how about zhis zhing has no shoting and is a shield generator wich blocks bullets:
hold left click to activate shield (needs some time to charge)
consumes 1 shot per second (you WILL have to reload after 50 seconds)
+plus 10 clip size (50)
+the shield makes you invinceble but you must have the weapon active
maybe give it another name like The Schild Generator (<----GERMAN)

Considering the design and reference, this isn't such a bad idea, I like it

Shotgun bursts of syringes, 10% more accurate than the scatter gun, and same reload style and speed
Switches between three syringe types(right click):
Fire syringe: fire syringe is self explanatory, lights target on fire. When using this syringe shot you burn for two seconds. 15% less damage
Milk syringe: milk syringe coat target with as milk, which lasts five seconds. -60% less damage, 40% more accurate, does not put out teammates
Syringe syringe: like a syringe gun, but shot gun. 10% more damage, 10% more accurate, 20% slower firing and reload speed

I like the milk syringe idea. The others I could sorta go without as I am not fond of the Vaccinator.
Still, I appreciate the comment and (wish I could put italics on that "and") the creativity

The projectiles are like the projectiles of the crusaders crossbow,
but instead of damaging the enemy it'll give him a milk effect.
So:
Pros: (When compared to the crusaders crossbow)
Milk the enemy
Cons:
Doesnt heal allies
35% Less damage

Hitting an enemy deathmarks them for about 2 seconds or so or until you hit another enemy, and some other balancing things with this. You can show your team who to focus

Honestly, I dont think th fire resistance is op, especially because a pyro can still kil a medic quite quickly even with fire resistence. I do agree on the reflectable projectiles thing, can it be replaced by something else? Like -10 max health?

I like the stats but I don't think medic should have so much power against Buildings especially the random crit disables buildings part when he can already uber. Perhaps replace the stat with what others say. (example: milk effect)
(+) Fires hitscan
(+) On hit: Flags an enemy for 3 seconds, allowing your teammates to see their health and see them hrough walls for the duration
(+) On kill: Collect a Charge, which will instantly apply 20 points of healing to the next person you heal, up to 3 charges
(+) 35% more accurate
(-) 50% slower reload speed
(-) -1 health regen per second
(-) 20% damage penalty
(-) Can only flag one person at a time

This gun challenges your ability to manage your health and clips, but allows you to focus-fire on enemies that are harrassing you, along with the ability to flash-heal people in order to save time.
