I'm not the creator, but here we could post some ideas.
For example, maybe make it so it fires less bullets then the normal shotgun, but faster?

As a primary weapon it could go like this:
-50% max ammo
-XX% damage
No movement speed penalty while deployed or deploying
Faster deployment time

This would change up the heavy's play style and make his shotguns actually have some purpose.

A 3 barreled spin-up shotgun? It sounds interesting. The downsides are quite obvious: 3 ammo in every clip. We only have 2 shotguns for heavy, and this seems like a very good weapon to be put in the game. So I was thinking:

+100% fire rate
-50% clip size
-must be fully reloaded before using again

This means: High damage, High risk.
