I have seen a few different people bring this up in the comments with no reply and I have not seen it addressed anywhere else so I thought I would bring it up.
Currently tools can be crafted and there is the option to assign them to workplaces but the usual technology that allows us to allocate them is not available. I am just wondering if this is intentional and tools are meant to only be a building/trading resource, the tech has simply not been added yet, or if we are just blind and there is a way to allocate them that is difficult to notice?
