Hello! I see a lot of people having this issue:
Are you using the Deffered Render mode and reloading the game afterwards?
Have you perhaps got a conflicting mod installed?

I have double checked the quest and it works for me using Deffered however there may be a conflicting ID with a mod you have installed.
If you have used deffered rendering and it still doesn't work, please let me know and i'll look into it further :)

i have not found the soilder yet i be honest with you im my graifcs are maxed idk how to tell if there a conflicting id but i did download everything yalls map suggested to download other quest i foind them was able to interact with them they were just invisable idk why i would not be able to see the npc when i can see the ones at safezone um one question why are some them naked now im fine with it i just don't know if thats a glitch or there jut nudest now

i found him in a rock formation north of the fine in the top left cave of that rock formation you walk in and he on the left

in the cave/mine or just north?

EDIT: nvm i found him above the mine in that rock formation on the one above
