What mod exactly are you talking about? Please be more specific. And did you tried the fixes from the notice in the collection's description?
That is weird. Others do not have that problem. Possible cause could be a mod conflict. Please make sure that the voicelines mod is at the top of the modlist in the "Subscribed" tab in the in-game Workshop menu. Then check.
You can also try launching the game with only that mod enabled, to check if it'll work. Could be good to verify the game files as well.
Not from me. Making the English voicelines was already a pain to get right.

Hard to say. I don't really have a clear plan. I mean, I had one, but then I made everythingI had in it. So now I just make mods whenever I get a solid idea.
But I definitely plan on updating the Voicelines mod, to replace Eli's voice with Wałęsa's. But that also depends on the AI voice model quality. Other than that, I don't have any concrete plans
