EditSF use ver 1.2.7 (not 1.2.0)
FYI this is latest version of EditSF (the link on this mod is older v1.2.0)
(Edit Save File, Tool) This is tool used to set army/navy sizes on your save file at start of a new campaign.

Also the 2nd number 20 is the Navy size u can set this same way up to 41 as whats described on this mod.

BUT I suggest you leave it at 20 as micro on 40 unit navies is a right PITA.
