Help with Notoriety

I recently started re-playing the Shadowrun Unlimited for SR:DF. I just finished the mission facing Chet in the graveyard. After, my notoriety is so high I keep running into Red Samurai teams. The problem is Frosty no longer offers to wipe my notoriety. Is this a bug or does another contact offer it?
