They couldn't be NPC'S
Don't even try the "Play as them" Mode
Alright, as you later said, they do have anims, but Valve would re-do them anyways if anything like this was added to TF2.
You mean contact Valve, not Steam.
You obviously do not know how many people work at Valve. Scripting for it would take a bit more then 6 months if they work hard on it, they actually can be NPCs (Non-Player-Characters) if scripted correctly, as that is what the robots in MvM are, NPCs that are programmed to shoot you. The play as them mode is also likely in the planning stage for current MvM and if you have ever played "Dino D-Day" then you would know playing as these guys is pretty much possible.
But the likelihood of Valve making these into a update is extremely slim, but it could be possible that this could be in the "Iron Gauntlet" community update, as our modeler friend who made this has also put 2 of his TF2 cosmetics and one of his weapons into the update.
But yknow, have some hope.
