They all path on the stairs.
One NPC got stuck in the room you found them in.
I'm fairly sure their positions will reset to unstuck positions, if that's the case, after the player unloads the tile by exiting the HQ and or Reloading game.
There's dev commands listed as "For Fixing NPCs". I don't know of anyone requiring it and TBH I don't know if it works or what it does to "Fix" them.

Your own risk. Sorry, I don't know if there's anything else you'd need to add and as mentioned it's only something I've noted in the commands list. I'm not a Dev just a geek. Lol.
Maybe stand in front of an NPC and type it in chat see if the NPC vanishes before your eyes.
Be aware though this should be plan Z plan A would be to track down a DEV and verify. :)

Of any idea feedback really as I've finished watching YouTube, read Facebook and find myself referring to myself as a self aware help robot from the 80's in a steam forum. Lol.
This input would cause my level of geekmanship to out-nerd any other geek within a 5 comment thread radius therefore increasing my ability in aiding game users with Crashlander & S.M. Help 1000% better than Clippy with a joystick controller.

By the way, I tried the /fixnpc command. Mark and Ivan just stood. They did not disappear. Justin is still not around. After the command, I get the "Uninteracted with all npc" warning on the screen.
I think Mark Ivan Bill and Justin are not affected by this command. Unfortunately, my problem was not solved, so I continue to try. let see how is it going to be. At worst I'll start over again.
Forums and workshops are a great place for people to help each other. No AI or robot has this ability yet. Good thing there are relevant geeks.
If you lift glitch under ground close to the HQ wall outside you MIGHT find him trying to path his way out of this hollow..
Take a spare seat with you if you do decide to venture under as it's an odd place I almost got very stuck in an invisible wall but got out eventually by using a seat I had on me.
I actually doubt the NPC's even exist if you aren't teleported into the HQ. But the underground adventure is an experience + You never know.
Something I forgot to check was the ability to place soil plots under there.
I think the HQ Would be off limits while anything is placed in the hollow usually reserved for the basement area when it's spawned in, so watch out for that..
I doubt soil plots will mix well with a teleported in HQ basement so I'd gather any belongings up before re-entering the HQ doorway.
The Uninteracted with all npc thing you mentioned actually seems likely to be a fix for NPC dialog being stuck on screen.?
Only a guess but I remember someone having that problem after their multiplayer game crashed mid NPC sentence.
From what I read in the code there's certain paths they take, He must've glitched a wall and fell out somehow.
I did start looking at the commands for pathing
/goto *NPC* or /spawn *NPC* /findPathto Player /stalk player but various issues I could either see being a miss or didn't know how to fill in particular text field variable stuff..
/bored /work /idle /teleport /follow to mention a few..
I wouldn't try them.
Can you imagine not knowing how to stop an NPC From following you / stalking you. Lol, especially with their newest trait of stopping and staring directly at you.
But your problem certainly helped me find these interesting options to look at later.
