Heres my take
PROS
1) +20% attack speed
2) Hit teammate: Gives a quickfix style speed boost for 3 seconds(no healing though)
3) Gives attacked enemy a 3 second bleed effect
CONS
1) -40% attack damage
2) Increased damage taken from melee attacks
3) Slows healing to a crawl while deployed

Hit Enemy: Enemy bleeds, and you're healed for 10 health per successful punch.
Hit Teammate: Heal Teammate for 15 points of health.
Cons:
-40% damage
No random crits
Im just gonna say this one thing:
No.
The medigun is not supposed to effect the weapon or the damage of the heal target, if the "-40" damage was on, itll basically be ♥♥♥♥♥♥ to use for your team. It would probably be the "Troll Medigun" that you use to make people weaker :I. If theres anything the cons would affect, its the medigun or the medic itself. If theres something to affect the heal target, its the uber.
