if I read it correctly, you are giving +40 growth to one single province while taking away 40% income factionwide, seems very unbalanced imo

after looking at the rest I get your point, the idea is interesting, still might be unbalanced tho

Honestly? Considering that later the TK get loads of moolah and their troops cost jack price and upkeep, it wouldn't affect them that much in the long run.
However before one starts constructing stuff in the Under Pyramid, one would have to build up their economy to solid levels beforehand.

I think I'd be very surprised if players just stopped at the Royal Treasury (Dormant) stage without progressing through to the Royal Treasury (Awakened) endpoint.
