Hey for some reason I can’t recruit the the bounty hunter, I killed toka I think that’s the name turned her in dead but no option to gloat

Progress dialogue normally and state that you killed Mandalorians before in dialogue. If this does not appear, you may have a mod conflict or did not actually kill Toka.
