Not able to form EU
First of all, I want to say how much I enjoy the mod. I really am enjoying it.
I am playing the UK turned British Commonwealth and I want to form the EU. Under the "create Union State" button, the requirement reads:
Any Country
Shares the Same Superstate Ambition, Custom Union, Currency Union, Defense Union, and Political Union
Is at Peace
Relations are at least Neutral
Rank is less than Super Power
All members of the EU are less than Superpowers, have relations that are greater than neutral, and are not at war.
Why can't I click this button? Is it saying the AI needs to Join the Custom Union, Currency Union, Defense Union, and Political Union in order for me to click it? If so, I switched over to France and they hadn't done any of those things. How do I get the AI to do these things if it required me 60 in game years to get it done? Is this a glitch or am I not getting something?

Hi, thanks.

I think this is due to not having any other EU member state reaching the political union stage of the Superstate JE.

The only way to deal with this is to have the AI country's ruler's interest group to support the required laws to join a political union and have enough legislative support to enact the JE decision.
