It is because some module are modifier. Yet, it is somehow calculated as a projectile so the wand fire nothing then go on to the next module, you can check module sequence down in the bottom left of the screen

You need to have a multicast, in this mod words, a draw module that allow the module after it to the fire the exact number the draw module allow it to draw

How do you get the item that lets you copy the projectile of other weapons?
It's mentioned in the description of the original projectile module, but I don't know how to get it.
